South Carolina initiated School Imrpovement Councils through legislation as a meansof assuring the influential voice of parents and community members in the education of their children.  Four pieces of legislation have affected School Improvement Councils, their roles and responsibilities, and the growing importance in SC education improvement efforts. Roles include participating in strategic planning, assistance in implementing and evaluating the plan, and participation in writing the School Report Card narrative.  Councils also identify other efforts to participate to increase student achivement in the schools.
